This discharge motion would force a floor vote on closing a loophole in West Virginia law regarding abortions on underage girls. Under current law, an underage girl can receive an abortion without her parent's knowledge if a doctor not performing the abortion signs a waiver. Senate Bill 519 would only allow an abortion to be performed on an underage girl if a judge O.K.'s the waiver on parental notification. This bill had passed in the West Virginia Senate 32-2.
